Welcome to the SCITECH SUPERHIGHWAY INTELLECTUAL PROPERTY EXPEDITED REGISTRATION SYSTEM or IPXPRESS!

Access and use of this System is conditioned upon acceptance of and compliance with the Terms and Conditions herein stipulated. They apply to anyone who visits the Site; in these Terms and Conditions, this visitor is referred to as “Applicant”.

The information provided on the Site is not intended for distribution to or use by any person or entity in any jurisdiction or country for any purposes contrary to law.

The following terminology applies to these Terms and Conditions, Privacy Statement and Disclaimer Notice and all Agreements: "Client", "You" and "Your" refers to you, the person log on this website and compliant to the Company’s terms and conditions. "The Company", "Ourselves", "We", "Our" and "Us", refers to our Company. "Party", "Parties", or "Us", refers to both the Client and ourselves. All terms refer to the offer, acceptance and consideration of payment necessary to undertake the process of our assistance to the Client in the most appropriate manner for the express purpose of meeting the Client’s needs in respect of provision of the Company’s stated services, in accordance with and subject to, prevailing law of Netherlands. Any use of the above terminology or other words in the singular, plural, capitalization and/or he/she or they, are taken as interchangeable and therefore as referring to same.

  1. FEATURES OF THE SYSTEM
    1. Accessibility
      1. The SciTech Superhighway IP Expedited Registration System is a facility provided by Department of Science and Technology-Technology Application and Promotion Institute or DOST-TAPI (the Institution), where the Applicant may submit and IP application provided that he/she continues to be qualified under these Terms and Conditions.
      2. While the IP Registration System is available from Monday to Friday, 8:00am – 5:00pm, except holidays, some or all of the services may not be available in some period of time due to designated service interruptions, maintenance, computer/telecommunication/electrical or network failure and/or any other reasons beyond the control of the Institution.
    2. SciTech Superhighway IP Expedited Registration Security Policy

      3. In SciTech Superhighway, the Applicant is always assured that all information and data submitted are safe and secure. SciTech Superhighway adopts extraordinary measures to ensure that its security practices conform to the best standards and adequately respond to the Applicant’s needs as the client.

      To ensure the privacy of client account information, SciTech Superhighway has set forth the following:

      1. Security Systems

        SciTech Superhighway deploys all the necessary intrusion detection systems, firewalls, encryption systems such as 2048-bit Secure Sockets Layer (SSL), and other internal controls which are meant to safeguard, physically and logically, all its servers and information systems, including the data stored therein. Furthermore, SciTech Superhighway has an in-house Management Information System (MIS) Department that maintains the overall security of the entire facility.

        With these security measures, the Institution assures the Applicant that his/her personal information, technical specifications, and any corporate data that he provides will remain safe and secured.

      2. Website Authentication

        The SciTech Superhighway IP Registration System is secured – it uses a Security Certificate so the Applicant can verify the authenticity of the DOST-TAPI site.

        At times, it may be necessary for the Applicant to verify the authenticity of the DOST-TAPI site in order to prevent him/her from falling victim to internet scams, for example, those that direct him/her to seemingly legitimate sites then mislead him/her into providing vital account information to unauthorized entities.

    3. Services and Business Rules

      4. Timetable for application process:

      1. Applicant shall submit the potential IP application to the DOST Endorsing Party.
      2. Endorsement of IP application of the DOST Endorsing Party to the Secretariat - Every 2nd week of the month.
      3. Preliminary Assessment by Secretariat – Within 7 working days upon receipt of endorsement.
      4. Deliberation by Technical Working Group (TWG) – Every 30th working day of the month.
      5. Notification to the Applicant of the approval/disapproval of the application – 25 working days after deliberation which consist with the following procedures.
        1. Focal Point shall send the examination results to applicant – 5 working days after TWG meeting
        2. Applicant shall file the application to IPOPHL – 10 days upon receipt of the results
        3. Applicant shall notify the council regarding the action (filed/withdrawn) of application – 3 working days after the action
        4. DOST Endorsing Party shall notify the Secretariat thru IP Registration system regarding the action of application; the Secretariat shall notify IPOPHL for the taken action – 2 working days if filed application from applicant notification
        5. IPOPHL shall notify the Secretariat and the council thru IP Registration System regarding the status of IP registration – 5 working days from the release of the current status
  2. GENERAL TERMS AND CONDITIONS
    1. Applicant agrees that using the SciTech Superhighway IP Expedited Registration System constitutes acceptance of these terms and conditions and acknowledgment of the inherent risks in conducting any transaction over the Internet.
    2. Applicant acknowledges that SciTech Superhighway provides the Expedited Registration System in accordance with existing laws, rules and regulations as well as the SciTech Superhighway’s business rules and regulations relative to the operation of the facility.
    3. Applicant recognizes SciTech Superhighway’s proprietary interest in the Registration System and shall use its modules for their intended purpose only.
    4. Applicant understands that the usage of the SciTech Superhighway IP Expedited Registration System does not guarantee the approval of application.
    5. Applicant is responsible for ensuring the accuracy, completeness and adequacy of the information uploaded onto the SciTech Superhighway IP Expedited Registration System.
    6. SciTech Superhighway, without prior notice, may cancel or refuse to execute any of the applicant’s information at any time without incurring any liability if these are against the policies of SciTech Superhighway IP Expedited Registration System or business rules, or if such information is deemed illegal and/or detrimental to the institution’s interests, or to the public in general.
    7. SciTech Superhighway shall not be responsible for system failure beyond its control, such as may be caused by natural disasters, or acts of man (labor strikes, riots, war, etc.). In any of such cases, any application submitted shall be put on a pending mode by the system. In this case, the Applicant may communicate with the Endorsing Party through e-mail or telephone call, or any other means.
    8. SciTech Superhighway shall not be liable for any cause beyond its control such as problems due power outage which may affect local or national telecommunications, network or computer hardware failure.
  3. DATA PRIVACY CONSENT

    4. The Applicant hereby authorizes the SciTech Superhighway, and the Department of Science and Technology-Technology Application and Promotion Institute, its subsidiaries, agents, representatives, and outsourced service providers (“Institution”):

    1. To collect, process, update or disclose personal information about you in accordance with the Data Privacy Act, and its Implementing Rules and Regulations (IRR);
    2. To verify the Applicant’s personal information from any person or entity that the institution may deem necessary including, but not limited to, credit bureaus, financial institutions, and government authorities;
    3. To establish, confirm, review or update the Applicant’s records provided to the Institution;

    Thus, Applicant hereby agrees not to hold the institution responsible for any liability arising from the use of any such information for any legitimate purpose.

  4. INSTRUCTIONS
      1. Content that are unlawful, obscene, defamatory, threatening, harassing, abusive, slanderous, hateful or embarrassing to any other person or entity as determined by the Institution in its sole discretion, or pursuant to local community standards
      2. Impersonating another person when posting a content.
    1. 2. The SciTech Superhighway IP Expedited Registration System shall assign an Application Number for every registration submitted or partially completed.
    2. Applicant shall verify, check and validate if application has been processed in the IPOPHL IP Registration System. If not, he/she may notify IPOPHL immediately by sending an email or contacting DOST-TAPI via telephone or any other means.
    3. The SciTech Superhighway IP Expedited Registration System shall confirm every application conducted through an Acknowledgment to be sent to the Applicant’s operational email address.
      The Applicant shall provide IPOPHL with a correct and operational email address. The institution shall not be liable for any undelivered email communication. The Applicant shall also promptly notify the institution of any change in his/her email address, contact number, business address or any other information.
    4. At any time after submission, the Applicant may decide to withdraw his/her application by changing the Status of the Application.
